Australian Development Scholarships

Australian Development Scholarships (ADS) is a bilateral program within the Australian Scholarships initiative.
Australian Development Scholarships are a highly-valued form of development cooperation that aims to contribute to the long term development needs of Australia's partner countries to promote growth and stability.
They provide opportunities for people from developing countries to undertake full time undergraduate or postgraduate study in Australia.
Fields of study are targeted to address agreed priority human resource and development needs of recipient countries, in line with Australia's bilateral aid program.
Australian Development Scholarships equips scholars with the skills and knowledge to drive change and influence the development outcomes of their own country through obtaining tertiary qualifications at participating Australian higher education institutions and technical colleges.
Scholarship holders are required to return to their country of citizenship for two years after they have completed their studies to contribute to the development of their country.
Up to 1000 Australian Development Scholarships are awarded each year across 31 countries with scholarships awarded equally between men and women.

Categories of Australian Development Scholarships

There are two categories of Australian Development Scholarships:
Public sector: Applicants are public sector employees who are nominated by their governments for an Australian Development Scholarships award through a competitive selection process. Applicants are required to return to their role in the public service at the completion of their award in order to strengthen public service capacity in their home country.
Open/equity: Applicants do not need to be nominated by their government or employer. Anyone who meets the selection criteria may apply under this category. Applicants are required to return to their country of citizenship after the completion of their award to contribute to the development of the identified priority sector in their country.

Scholarship benefits

Australian Development Scholarships are offered for the minimum period necessary for the individual to complete the academic program specified by the Australian education institution, including any preparatory training. The following benefits generally apply:

  • Return air travel - Payment of a single return, economy class airfare to and from Australia, via the most direct route. A reunion airfare may also be available to eligible students.

  • Introductory Academic Program (IAP) - A compulsory 4-6 week program prior to the commencement of formal academic studies covering information on life and study in Australia. See information on IAPs below.
  • Overseas Student Health Cover (OSHC) for the duration of the award (for award holder only) - provided to cover the student's basic medical costs.

Application process

There is usually one annual selection round in each country. Each Country Program has different selection processes and timelines. Further information on individual country processes can be obtained from the Australian Diplomatic Mission in the country of citizenship or from the link to contact information above.

Conditions of ADS

Applicants who are offered an Australian Development Scholarship will be asked to sign a contract with the Commonwealth of Australia declaring that they will comply with the conditions of the scholarship and in accordance with the ADS Manual, before the ADS comes into effect. Partner countries may impose their own separate conditions on the scholarship.
The most significant condition relating to the award of an ADS scholarship is that students are required to return to their country of citizenship for at least two years after completing their scholarship, to contribute to the economic and social development of their country. Failure to do so will incur a debt to the Commonwealth of Australia for the total value of the scholarship.
Australian Development Scholarship Handbook - revised April 2007
The Australian Development Scholarship (ADS) Handbook (formally called the Australian Development Scholarship Operational Manual) provides detailed information on all aspects of the program's operation including selection, processing and managing of ADS intakes commencing 2007. The Handbook is effective from 1 May 2007. Note that the Handbook may be revised and updated by AusAID at any time without notice.

What can I study?

Australian Development Scholarships are generally available for full-time undergraduate or postgraduate study, from Certificate level to PhD at participating Australian universities and Technical and Further Education (TAFE) institutions.
The number of scholarships and fields of study are determined annually by each ADS participating country and in accordance with the Australian Government's bilateral development assistance program.
Some countries may limit the level of study (technical, undergraduate or postgraduate) and give priority to certain fields of study to better meet development needs and Australia's specific aid objectives for each country.
Country specific information is available from the relevant Australian Diplomatic Mission or from the relevant contact link above.
Institution information kits
Once applicants have accepted an ADS offer and signed the contract with the Commonwealth of Australia, the relevant institution will provide each ADS student with an Institution Information Kit covering pre-departure information.
The pre-departure information provides details on areas such as the university and the student's course, reception information, climate details, local childcare and schooling options, long term accommodation, living costs, support services available, public transport options and contact details for the Institution.
Introductory Academic Program
Institutions are required to provide a compulsory Introductory Academic Program (IAP) of between 4-6 weeks duration to all ADS students after their arrival in Australia and prior to the commencement of their formal academic program. The IAP covers the following areas:
Living arrangements: study and life in Australia, accommodation options, budgeting and living costs, and assistance available to students facing difficulties adapting to their new environment
Academic matters: advice about academic and language skills and information about study requirements and options
Legal requirements and entitlements: information about welfare and health services, social adjustment activities, chaplaincy and prayer rooms, part-time employment services, and relevant State laws
Student Support Services for international students.

Accommodation

Institutions participating in the ADS scheme are required to meet new ADS students at the airport on arrival and take them to their initial accommodation. Institutions are also responsible for arranging accommodation for students and their families for the first seven days they are in Australia. Students are responsible for the cost of this accommodation, but institutions will try to find accommodation that is reasonably priced, with appropriate furniture and facilities. Students are responsible for finding and paying for their own long-term accommodation.
Information regarding dependants
Students wishing to bring family members to Australia must contact the Australian Department of Immigration and Citizenship (DIAC) directly to ascertain the current requirements for family entry. More information about DIAC's entry requirements and the visa process are available from the DIAC website [external website]. ADS students will be required to ensure all their dependants have medical insurance in place prior to their departure from their country of citizenship.
Students who bring family members to Australia are entirely responsible for their welfare, including all costs associated with visas, travel, medical, living, and schooling if applicable.
More information for international students living in Australia is available from the Australian government Study in Australia website.

Important information for all scholarship applicants

Types of Funding
Funding schemes include scholarships, awards, prizes, medals, bursaries, and loans.
UCL defines scholarships, awards, prizes and medals as schemes which award funding on the basis of applicants' academic achievements and potential; scholarships will normally be of a higher value than awards, prizes and medals. Prizes and medals are normally awarded to current students only.
Bursaries, grants and loan schemes take account of applicants' financial circumstances.
The names of funding schemes do not always reflect these distinctions.
Eligibility Criteria
Before applying for funding, you must ensure that you fulfill all the eligibility criteria of the scholarship scheme as given in the scholarship description and/or on the scholarship application form.
Candidates who do not fulfill all the criteria will not be considered for funding.
For most funding schemes, only students currently enrolled and/or candidates holding an offer of admission to UCL for the relevant academic year as specified in the scholarship descriptions can be considered for funding.
It is therefore strongly recommended that scholarship applicants submit an application for admission as early as possible, and certainly no later than four weeks before an application deadline to ensure they have an offer of a place when applying for funding.
Applicants without an offer of admission to UCL when applying for funding may be excluded from the competition.
Many funding schemes are open only to students liable to pay tuition fees either at the UK/EU “home” rate or at the overseas rate. Your fee status will be assessed on the basis of your application for graduate admission (see above), and will be shown in your offer of admission. Unless indicated otherwise, funding schemes are open to UK, EU and overseas applicants.
Applying for Admission to study at UCL
Visit the application and entry pages for more information about applying for undergraduate study at UCL.
Accepting UCL as an insurance offer for undergraduate study does not satisfy the conditions relating to the scholarships.
Visit the graduate study pages for information on UCL Graduate Admissions and access to the UCL Graduate Admissions application forms.
Application Procedure
Application procedures are given for each of the schemes advertised on the Scholarships and Funding website at www.ucl.ac.uk/scholarships. Many schemes require you to complete a funding/scholarship application form. Most application forms can be found online on the relevant scholarship pages. With your application form, or in some cases instead of an application form, you may be required to submit further documentation, a letter, curriculum vitae, or a piece of work; this will indicated under Application Procedure and Deadline for each scholarship described and/or on the relevant application form.
Incomplete applications are excluded from the competition.
Scholarships
Guidelines for Applying for Scholarships
Your scholarship application MUST be complete to be valid. We will not inform you whether your application has been received, whether it is complete, nor contact you for missing documents. Incomplete applications are invalid and will not be processed. For any scholarship, the application procedures and/or form will advise you of the additional documentation needed .
If you would like to be considered for funding for more than one programme of study, you must submit separate scholarship applications (incl. full documentation) for each of the programmes for which you are seeking funding.
Please ensure that all information is TYPED if possible. The presentation and legibility of your application does matter. If you are unable to type the form and required documents, please explain why, and make sure you write legibly (print in black ink).
If you are required to complete an application form, please complete all relevant fields. Do not provide information on separate sheets unless the form tells you to do so.
With any scholarship application, please make sure you include a valid email address.
Please only send us complete applications (i.e. applications including all required documents). All applications received by the relevant application date are treated equally; sending your application early will NOT increase your chances.
Please enclose any additional documentation required for your application to be valid. Please do not enclose any documents NOT requested.
Please send COPIES of required documents, not originals, as documents will not be returned.
If you must send required documents separately (in order not to miss a specific deadline), please note this in the application form. Each document sent separately must be marked “Scholarship Application for ” and “Scholarships” at the top of each page.
Before posting your application to us, please re-read it carefully for accuracy and make sure you keep a copy of your application for your files.
Please do not fold your application, but use an A4 envelope to post it to us.
Please DO NOT include your scholarship application with your application for admission. Each application must be sent separately to the relevant sections within UCL.
We are unable to confirm receipt of applications.
Please note that scholarships are calculated to be sufficient for the applicant only, but are not normally sufficient to support any family members.
Only successful applicants will normally be notified.
Scholarship Application Deadlines
Unless otherwise indicated, application deadline dates shown relate to scholarships for study or research commencing in the academic year after the deadline date.
Scholarship deadlines are strictly adhered to. Applications arriving after published deadlines are excluded from the competition. Applicants should take into account the time need for mail sent from their home country to arrive in the UK.
Where no deadline is given, applicants should enquire about possible closing dates. We generally recommend applying for these scholarships at least 12 months before the proposed academic year of entry.
Scholarship Value: Benefits and Duration
Where a scholarship includes the payment of fees, this applies exclusively to tuition fees. Any additional fees charged (e.g. bench fees) are not normally covered.
Scholarship Selection Criteria
UCL scholarships are normally awarded on the basis of academic merit rather than according to financial need. Successful applicants will be students with outstanding academic potential and excellent undergraduate degrees.
It is in the applicant's interest to complete application forms and statements as neatly as possible to help departments and selection panel members in their assessment of applications.
Notification of Scholarship Results
Scholarship applications are judged by UCL academics. In the case of schemes funded or co-funded by external organisations, an initial selection of applicants chosen by a panel of UCL academics may be put before a panel convened by the funding organisation. The selection process generally takes 6-8 weeks from the deadline, although in some cases, e.g. the Shell scholarships, no result may be known for over three months. Successful applicants will be notified by email and receive an official award offer by mail to the mailing or correspondence address provided in the scholarship application.
Results from the various schemes are usually communicated by the end of the month given for the different scholarships shown in the list below:

ORS: April
Graduate School awards/scholarships: April
Dorothy Hodgkin Postgraduate Awards: April
Shell Centenary/Chevening Scholarships: June
Frederick Bonnart-Braunthal: July
Undergraduate Scholarships: August/September

Scholarship Regulations

Prospective students may apply for funding under any scheme for which they are eligible. However, it is normally only possible to hold one scholarship at any one time. An exception is made in the case of Graduate School Research Scholarships and Overseas Research Student Awards, which can be held at the same time.
Applicants are obliged to provide information about any other funding secured, and to inform the Scholarships Office if they secure any additional funding after receiving and accepting an award offer.
Funding is not available retrospectively; any funding granted will apply from the beginning of the academic session following the scholarship application deadline.
Any funding granted is payable only upon full enrolment of the scholarship holder. Funding granted for a period longer than one academic year is subject to annual renewal depending on satisfactory academic progress by the scholarship holder.
Termination of Scholarships
Scholarships may be terminated at any time if an unsatisfactory progress report is received from the the academic department, if the scholarship holder ceases to be a full-time registered student at UCL, or if the scholarship holder is found in contravention of the scholarship regulations.

British Universities’ scholarship scheme for Higher Education Institutions in Aceh, Indonesia 2005/06 to 2008/09

British Universities’ scholarship scheme for Higher Education Institutions in Aceh, Indonesia 2005-2009

The Scholarship Scheme

University of Birmingham is delighted to be a part of this consortium of twelve universities in Great Britain (Birmingham, Bristol, Cambridge, Cardiff, Leeds, Liverpool, Manchester, Newcastle, Nottingham, Sheffield, Southampton and York) This consortium of UK Universities has established the British Universities’ Scholarship Scheme for Higher Education Institutions in Aceh, Indonesia. Each participating institution is offering one full Masters scholarship per year for the next four academic years (2005/06 to 2008/09).
The scholarship has two components : fee waiver and a living cost allowance. The scholarships are offered to Institut Agama Islam Negeri Ar-Raniry (IAIN), Banda Aceh, and to Universitas Syiah Kuala (UNSYIAH), Banda Aceh, with the specific objective of helping these two higher education institutions to strengthen the competence of their academic staff following the tsunami of 26th December 2005.
IAIN and UNSYIAH are invited to nominate candidates for the scholarships. University of Birmingham will then select candidates on the basis of their normal admission criteria. The British Council in Indonesia is generously supporting the Scheme by providing free English language tuition for candidates to bring them up to the IELTS standards required by the UK institutions. Furthermore, the British Embassy in Indonesia has confirmed that the visa fee for scholars from IAIN and UNSYIAH travelling to the UK through this Scheme will be waived.
The coordinating institution in the UK for this scheme is the University of Leeds. For further information about this scheme and on application process, please refer to contact details below.
Procedures
1) Initial applications are made by individuals in the two Aceh institutions. Each application is approved and endorsed by the Rector of the applicant’s own institution or the Dean of his or her own Faculty.
2) Applications are forwarded to University of Leeds by the applicant’s institution, preferably by email attachment or by fax. Preliminary allocations are made and the initial application forms are passed to University of Birmingham.

Bath University Scholarship 2007

Scholarships

Choosing to study in the UK is a big financial decision and it is important that you do not underestimate the amount of money you will need to live and study here. In addition to your tuition fees, you will need to find money for living expenses including accommodation, food and drink, travel, materials and entertainment.
We hope that these pages will help you to find out about the different types of financial assistance available to international students including the University of Bath Scholarships Programme. You can also find out about our current scholarship holders.
University of Bath Scholarships Programme 2007
"When I first found out about getting an international students’ scholarship, I was completely thrilled! Bath University has not only given me a sense of satisfaction, but it has also provided me with the chance to develop as a successful person. I can truly say that I have no regrets at being part of the community since it has brightened up my future paths with diverse opportunities. Also, the scholars’ forum where the scholars meet scholars is pretty cool."(Betty, Undergraduate Scholarship Student 2006 Management)

How many scholarships are there?

There are 40 scholarships for undergraduate students and 40 for postgraduate students.

Who are the scholarships for?

Any international students (and any students from the Channel Islands or Isle of Man) who are paying overseas fees and who are applying for a full-time undergraduate or masters course for September 2007. The scholarships are awarded on academic merit.

How much is each scholarship?

Each one is worth £3000 and will be in the form of a discount in tuition fees. The scholarships are for one year only. Undergraduate students will receive the full £3000 scholarship in the first year of their course.

How do I apply?

You do not need to make a separate application. You will be considered automatically. The scholarships are awarded on academic merit and to assess this we will use your UCAS form (for undergraduate students) and your course application forms (for masters students).

Do I need to have firmly accepted an offer from Bath in order to be considered for a scholarship?

No. We will automatically consider all students holding offers for a scholarship award except for students who have already listed us with UCAS as their insurance choice. In other words, we will consider you if you a) are still undecided about our offer or b) have firmly accepted Bath.
Of course, you will ultimately need to accept our offer firmly in order to enrol at Bath and receive your scholarship and certificate!

What happens if I have a conditional offer?

If you have a conditional offer, then of course any scholarship offer will also be conditional until you have achieved the grades that you need for entry to Bath.

Can I have more than one scholarship?

If you already have a partial scholarship from another organisation for part of your tuition fees, you can combine this scholarship with a University of Bath one provided that it does not equal more than the cost of your tuition fees.
However, we will not give a University of Bath scholarship to anyone who already has a full award (from another organisation) to pay for their tuition fees.

What happens if my financial situation changes?

If your financial situation changes, then the University reserves the right to reconsider the award. For example: in the case that you were awarded a full fee scholarship from another organisation after the University of Bath had shortlisted you for its own scholarship, you would no longer be eligible for a University of Bath scholarship.

When do I find out the results?

We will notify all the successful candidates by 31 August 2007 at the latest. However, it is likely that individual departments may choose to inform successful candidates before this date. You will receive a certificate at an awards ceremony when you arrive at the University.
Other types of financial assistance available

The best advice is to start planning your finances early and to check out what is available in your own country as well as the UK. In general, there is much more support for post-graduate study, particularly at research level, than for undergraduate study but it is always worth asking an individual department of the university if they have any scholarships.
If you are a research student, you will first need a formal offer of admission to the University of Bath before you apply for funding. You also need to apply early as many scholarships will be allocated by April. We have 9 fully-funded PhD studentships through the Overseas Research Student (ORS) scheme which cover tuition and living costs. We also have some partial scholarships. To find out more about ORS and other research funding please contact the Graduate Office.
